WhatsApp Business API pricing in South Africa (2026)
Updated · 7 min read
If you message customers through the WhatsApp Business API (the WhatsApp Business Platform), Meta charges for some of the messages you send. The rules changed on 1 October 2026: replies to customers are no longer free beyond a monthly allowance, and South Africa's utility and authentication rates went up.
This guide covers what you pay Meta per message in South Africa, what's still free, and what a typical month costs. Meta's fees are separate from whatever you pay for the software you use to send the messages.
How WhatsApp API pricing works
Since 1 July 2025 Meta charges per delivered message, based on the message's category and the country code of the person receiving it. Messages customers send to you are always free.
- Marketing: promotions, offers, product announcements and re-engagement messages. Sent as a pre-approved template.
- Utility: messages about something the customer already did, such as order confirmations, booking reminders and payment receipts. Sent as a template.
- Authentication: one-time passcodes for logins and verification. Sent as a template.
- Service: free-form replies from your team (or a third-party AI) while the 24-hour customer service window is open.
The 24-hour customer service window opens every time a customer messages you, and resets with each new message. Inside it you can reply freely. Outside it you can only start a conversation with an approved template.
South Africa rates from 1 October 2026
Meta publishes its rates in US dollars and doesn't publish a rand rate card. These are the South African list rates per delivered message, effective 1 October 2026, from Meta's pricing page. The rand column uses an example rate of R18 to the dollar; use the day's exchange rate for your own sums.
| Message category | Price per message (USD) | At R18/US$ |
|---|---|---|
| Marketing | $0.0379 | about R0.68 |
| Utility | $0.0095 | about R0.17 |
| Authentication | $0.0095 | about R0.17 |
| Authentication (international) | $0.0200 | about R0.36 |
| Service | First 1,000 a month free, then $0.0095 | about R0.17 after 1,000 |
Utility and authentication messages get cheaper at high volume. Utility drops to $0.0090 from 100,001 messages a month and keeps stepping down to $0.0071 above 80 million. Marketing and service messages have no volume discount.
What changed on 1 October 2026
- Service replies are charged again. They had been free since November 2024. Each business phone number now gets 1,000 free service messages a month, and pays from the 1,001st. The allowance resets monthly and doesn't roll over.
- Utility messages inside the 24-hour window are charged. From July 2025 to September 2026 they were free if the customer had messaged you in the last 24 hours. Now every utility template is charged.
- South Africa's utility and authentication rates went up, as part of an update to 40 rates on Meta's card.
- A payment method is required. Without one on file, service messages stop being delivered once you pass the free 1,000.
Registered non-profits and governments that qualify keep free service messages until 31 December 2027.
What's still free
- Every message a customer sends you.
- Your first 1,000 service replies per phone number each month.
- Replies to Click-to-WhatsApp ads. When someone messages you from a Facebook or Instagram ad on their phone and you reply within 24 hours, Meta opens a free entry point window that can stay open for up to 7 days. During it, all your messages to that person are free.
What a month costs: a worked example
Take a retailer with several branches on one WhatsApp number. In a month it sends 40,000 marketing messages (campaigns and promotions), 150,000 utility messages (order updates, delivery notices and receipts) and 20,000 service replies:
| Messages | Charged | USD | At R18/US$ |
|---|---|---|---|
| 40,000 marketing | 40,000 × $0.0379 | $1,516.00 | about R27,288 |
| 150,000 utility | 100,000 × $0.0095 + 50,000 × $0.0090 (volume tier) | $1,400.00 | about R25,200 |
| 20,000 service replies | 19,000 × $0.0095 (first 1,000 free) | $180.50 | about R3,249 |
| Total | $3,096.50 | about R55,737 |
Utility volume tiers are counted per business portfolio per month, so the discount applies to the messages above each threshold. Marketing messages are four times the price of utility ones and have no volume discount, so campaigns drive most of the bill. Segmenting campaigns to customers likely to respond, and sending order and booking updates as utility templates, keeps costs predictable as volumes grow.
How you're billed
Meta bills in one of 16 currencies, and the South African rand isn't one of them, so businesses billed directly by Meta usually pay in US dollars. Most businesses use the API through a platform such as Syncli, so check how your provider passes on Meta's message fees and whether they add a margin. Platform subscriptions, such as Syncli's plans, are a separate cost from Meta's per-message fees.
Meta only changes prices on 1 January, 1 April, 1 July or 1 October, with a month's notice, so it's worth checking the rate card each quarter.
